On August 27, 1984, at approximately 2:30 p.m., Mr. Kenneth Lane responded to a woman’s screams for help coming from a restroom on the first floor of the State Capitol. After asking a tour guide to notify the State Police, Mr. Lane accosted a man who came out of the ladies restroom. At approximately the same time, the injured victim appeared at the entrance of the restroom, pointed to the suspect and cried that he had tried to rape her. Mr. Lane chased the suspect even though he believed the man had a knife in his hand. The suspect ran towards an exit, but Mr. Lane prevented him from escaping by pinning him to the exit door and grabbing his arm and hair. With the help of a bystander, he returned the suspect to the scene of the crime where he was taken into custody by the State police.
