On December 14, 2006, 10:25 a.m., California Department of Mental Health employees Stanley Streeter and Clifford Kozlowski were performing routine physical plant maintenance and operations duties when they both noticed a hospital police canine was trapped in a wastewater treatment pond. The canine’s handler was attempting to climb down the pond to rescue his dog when he started to slide down the pond slope and into the deep raw sewage pond. Mr. Streeter quickly grabbed a rope and a rescue hook. While Mr. Streeter held the rope, Mr. Kozlowski, with rescue hook in one hand, repelled down the steep, slippery pond bank. As Mr. Kozlowski neared the pond surface, he reached out into the pond, and after some struggle and effort, was able to nudge the exhausted and near drowning canine to the pond bank near his handler.

Mr. Streeter then pulled Mr. Kozlowski up the bank with the rope. They then quickly re-positioned themselves to assist the canine and his handler, who was slowly slipping into the water. Mr. Streeter and Mr. Kozlowski threw the rope down to the handler, and pulled him and his partner “Arco” up and out of danger. Mr. Streeter and Mr. Kozlowski’s quick actions saved them from drowning or injury.
